Action blocks are typically caused by the number of actions you do in a window of time — per hour or day. Once you exceed the allowed limit, your actions get blocked by Instagram.
Instagram is rigid in many cases; especially when believes an account is spamming (i.e. creating useless information, bothering other users, or even creating fake accounts). 1. Previous violations
Previous violations can cause action blocks, shadowban, etc. The number of allowed daily actions increases once you break Instagram guidelines. 4. Putting hashtags in the comments instead of caption
Some users reported that putting hashtags in the comment section earned them an action block after about an hour of posting their comments. More reason why it’s advisable to put them in your post captions. Because Instagram take it as a hashtag spamming to gaining more reach and audience.

6. Logging in from a Different IP address and devices
If you log into your Instagram account from a different IP address or device, and you can’t confirm your identity via SMS or email. Then the system may think your account has been hacked by hackers. In Instagram copyright issue is a serious deal. All pictures in your account must be either yours or allowed by the owner. 10. Account Authority
When I say account authority I mean it in terms of total followers, posts and the overall engagement rate that your posts are receiving. The more followers you have and engagement the more actions you are able to perform. 1-month-old accounts with let’s say 5k followers and good engagement rate are usually able to do more daily actions than 1-month-old accounts with 500 followers. Also, you need to have at least several published posts, accounts that are empty or have only 1–2 posts usually get the action block much faster.

- Have enough posts in your Instagram account

- Repetitive content
- Mentioning other users too many times
